Conner Nicklas is an associate at Budd-Falen Law Offices, LLC located in Cheyenne, Wyoming. Conner grew up in the Western Slope of Colorado. Growing up in such an area gave Conner an appreciation for natural resource law and the local issues surrounding those resources.
Conner was heavily involved at the University of Wyoming College of Law where he received his law degree and graduated with honors in the top 10 of his class. He was a staff member for the Wyoming Law Review. He was a law school ambassador and mentored incoming law students. He was the Vice-President of the Blume Chapter of Phi Alpha Delta Law Fraternity International, which completed several service projects and community outreaches in Laramie and is currently the largest law fraternity at the University of Wyoming. Conner also was a member of the University of Wyoming College of Law’s Energy, Environmental and Natural Resources Clinic (EENR Clinic). The EENR Clinic allows members to work with the Wyoming Attorney General’s Office and environmental law work on behalf of the state. As a member Conner successfully argued a show of cause hearing before the Wyoming Oil and Gas Conservation Committee, made recommendations to the Wyoming Department of Environmental Quality on behalf of the Attorney General’s Office on how to be in compliance with Equal Protection Laws while awarding grants and issuing permits, and attended internal meetings with the Attorney General’s Office, including negotiations and preparations for appeals to the 10th Circuit. Conner also helped published an article on behalf of the University of Wyoming College of Law and the Haub School of Natural Resources outlining Federal and local water quality requirements.
Before joining Budd-Falen Law Offices, LLC, Conner had summer clerkships with the Grand County Attorney’s Office in Grand County, Colorado, and Welborn Sullivan Meck and Tooley, a private law firm in Casper, Wyoming.
Conner is still an active member for Phi Alpha Delta. He is also an active member of his church in Cheyenne. In his free time, Conner enjoys to snowboard, hike, fish, and watch the Broncos and Rockies.

Land Use Plan Workshop
The Northwest Landowners Association (NWLA) will host a Land Use Plan Workshop in cooperation with the Budd-Falen Law Offices LLC on December 6, 2017 at the Grand Hotel in Minot, North Dakota. The workshop, which will be led by Karen Budd-Falen, is meant for county government officials. This workshop will walk you through the process of how to development a land use plan and the reasons to develop a land use plan.
